Will this tire/rim fit my car

I'm thinking of buying someones 10" by 15" Welds. they've got a 4.5" BS. Tires are 11.5" by 28" Hoosier quick times. Will this combo work on a stock GN (no notched frame or rolled lip). Or, would this rim work if I put a 10" by 28" MT ET Drag on it?

The most backspacing most guys will risk is 5.0". 4.5" should fit.
