1 Piece lower air dam issue

Switched to a FMIC so I went with a one piece lower air dam. The finish on the air dam looks like a shiny rough orange peal. There is also some waves on the finished side that looks there were issue when it came out of the mold or when they put the coating on. My thought is to sand it down so I can paint it a gloss black. What type of paint should I use that will adhere to the plastic and handle some of flexing? Spray can type .
 
Bumper black is what I used on my OE hot air air dam. Unpainted it looked a little desperate and stained and the spray came out well. It's flexible too.

I don't have a shot of the air dam handy but it's the same on my fan shroud.
