Engine Won't Start

Replaced timing chain and heads. Engine has no spark or fuel injector firing. Also since car would not start I have replaced cam sensor, crank sensor and ignition module. I have also performed all troubleshooting . All voltages and grounds OK. Scan tool gives readings on the engine sensors. Can the ECM be bad, car was running good before tear down. Need some ideas.

Dumb question, but did you install and set the cam sensor the right way. 25 or 27 ATDC? (I forget which)
