Hard starting 84 fuel delivery issue at start

Hello All,

Needing help with diagnosing my hard to start 84 T-type. Since this hard starting has begun, I noticed the fuel pump does not kick on when I hit the key as it usually does. I checked pressure and with the key on it shows no pressure but running it's about 30psi. Thinking the fuel pump was bad, I put in a new AC Delco pump and sock. Same problem. Replaced fuel relay. Same problem. Any thoughts?

Is there a good ground to the gas tank?
Maybe you have 12 volts but a bad ground so the pump runs weak?
Maybe check your fuel pressure regulator (FPR)?
I'm not sure how to do that but if is allowing too much fuel
to flow back to the tank, that might make the pressure too low.
30 psi is too low. I think normal is something like 38-42.

The ground strap is hooked to the corner of the tank but I will double check and make sure it's good and clean. On fuel pressure I thought 30 was about right but I'll check that as well. Motor is basically stock, green stripe injectors, adj fpr and mild turbotweak chip.
 
Pull the vacuum line off and see if there is fuel in the vacuum line if there is the rubber bladder is bad and it will cause this problem
