    When the car is cold and first started, it will go into open loop. ECM ignores the 02 sensor and uses a look-up table until coolant temp is up, then goes into closed loop and references the 02 sensor to maintain 14.7:1 A/F ratio.

    Any one recognize this chip

    That is an ADS Super Chip. Commonplace back in the late 1980s-90s. These chips added a little more fueling, higher boost around 16 psi, were used with a 160* thermostat, and had the stock chips' ~22* timing curve.
