    There is a little more to it than that. I don't recall what that temp would be, but the stock thermostat is 180* so perhaps around 160*F or so as a guess.     When the car is cold and first started, it will go into open loop. ECM ignores the 02 sensor and uses a look-up table until coolant temp is up, then goes into closed loop and references the 02 sensor to maintain 14.7:1 A/F ratio.

    Correct. If you have a power driver's seat but no moonroof, apparently that was a factory conflict so you got either one or the other if both were ordered. I asked a Buick sales guy about back 30 years ago, and he said it was just his opinion but he thought it had to do with potential issues...

    Any one recognize this chip

    That is an ADS Super Chip. Commonplace back in the late 1980s-90s. These chips added a little more fueling, higher boost around 16 psi, were used with a 160* thermostat, and had the stock chips' ~22* timing curve.
