1999 gtp wiring/won't stay running

I'm rebuilding a wrecked 1999 GTP, and having some problems. First off, I got some wiring (green/white and black) with a black plug under the cover beneath the steering column that I can't seem to find a place for. When I turn the key off, it doesn't come out of the ignition, I have to release it manually, and I still have indicator lights flashing on the dash. Also, when I start it, it doesn't stay running. Is this a security issue? And, does anyone know a web site to get some wiring diagrams and trace these wires?
 
Sounds like a PASS-Key issue. It reads the chip in the key and if it doesn't match it shuts off the engine just as you describe.

I found the problem. The darn chassis ground was kinda loose. Hard to believe there's only one main ground for the whole car.
