83 Regal losses power

Hi , I'm new to this site.. I am posting cause my 83 Regal V6 3.8 2bl carb auto trans losses power while driving... sometimes when I start it i runs ruogh like it wants to stall.. I just had a new fuel pump an filter put on it 2-3 weeks ago.... it drink alot of gas.. like around quarter tank to drive 35-40miles is this normal? could anyone be able to help me figure out why it is lossing power???
 
I'm far from a mechanic so I don't know alot of the terms they use... but I did put a can of sea foam in the car 2-3 weeks ago..so I would think anything that was clogged is probly clean now.. I put in the carb an in the gas.... another thing I forgot to mention in first post is that when I put the car in park it sound like the rpms are high..don't know exact rpms cause my car doesn't have that option on dash....

I used to have an 84 Regal, it had the 3.8 liter carbed n/a engine.

When I'd start it up it would run rough like if it had a cam/loading up with fuel. Turned out the vacuum diaphram for the choke wasn't pulling the choke off.

Swapped it out with a new one from Autozone and it never had anymore problems.

Might want to verify the choke is coming off when started.
