86 Riviera Dash and CRT I/P

Hoping that someone can help me diagnose the issue I am having with the digital dash and CRT instrument control panel in my 86 Riv. Both, the dash and the CRT touch screen, start flashing and eventually just blank out all together. Makes for a serious problem since this car is my 17 year old daughters car. I pulled he CRT out to look for any physical damage and found none. When it stays on, it functions fine. (with the exception of the radio volume...lol) I can here some sort of relay clicking directly under and in front of the middle console, as well as the annoying beeping from the CRT controls.
Below is a .jpg of error prompt when the issue starts......and yes I jumped the pins for a flash code and didn't get any codes. Any suggestions would be greatly appreciated to help avoid a big dealer service fee.

I remember my father telling me these used to crap out all the time. I'll ask what they did to service them
