87 governor in an 84??

My tranny has been having shifting problems lately, ie it wont upshift until 4000 rpm. Checked the TV cable and everything seems normnal, so i decided to drop the tranny pan to see if any governor springs fell out. I removed the governor to find one with a small weight on one side and a large weight on the other like an 86/87 governor...but it has 2 springs...where as the 86/87 models didnt have 2 springs...?? The heavy spring (blue) is on the light weight side, and the regular light spring is on the heavy weight. Can someone help me out here?

I had the same problem changed to an 87 governor and it worked just fine. New they are about $85-$100 you can get them used for $50 to $75.
