Some thoughts -
Your going to want to pull the intercooler and clean it at the very least.
I use Simple Green and flush with hot water. Do NOT use "purple power" or anything that reacts with aluminum - ask me how I know.
Replace as many rubber lines as you can.
Search for "spring cleaning"
If you are springing for a PowerLogger - Get a Wideband

I didn't catch the mileage, but I would concentrate on getting it running as best as possible without pulling the heads. Valve springs are never a bad idea, but I wouldn't dive into that until all the basics were done.
 
If the car has bad gas, don't even try to tune around it. Buy a couple fuel filters, remove the one that's in there and pump the tank dry. Do that a couple times until all the bad gas is out. After it's as clean as you can get it, replace the filter after hundred miles or so.

Then cut the old filter open and see what you were dealing with. Odds are the injectors need to be replaced anyways.
