Of all the things.. I spoke with Jeff about the problems he was having and nothing made sense. In the end I had him send the controller back in to be tested.
I got it today and sure enough as soon as I hook it up.. pump is spraying as he said.. So problem confirmed.. and duplicated.
Inspecting the controller I found some blueing inside the case.. What happened was water got into the controller and shorted out its 5v regulator. This is why it was acting up.
Similar to like when you drop a phone into the lake and it gets water inside.. little by little the water creates the damage. Eventually the phone works sometimes and sometimes doesnt.
I added a new regulator and whalla.. controller back up and running again like new.
So water did the PAC unit in.. never would I have guessed it. Goes to show sometimes we think in one direction and the solution is in a totally different one.
My control was under my dash ziptied to the steering column so how water could have got in there is beyond me. Looks like I am going to have to figure out where the water is coming from or a new place to mount the PAC.
