ANS boost controller?

I bought a used ANS b.c. at the Nats and just wondered how it works and the best way to hook it up? I didn't get any instructions with it but I only gave $10 for it anyway.

is everything there? How about the solenoid? I have one in my car..

I have one of those things, but I'll be damn'd if it works or not? I turn the thing on and I can hear the solenoid ticking and if I adjust the knob on the controller the ticking will speed up and slow down but whe I drive the car with it on and try and turn it while under boost nothing happens? So I don't know what the heck it's supposed to do? Is it suppose to change the boost only a couple of psi or a significant change 5-10?
