Can anyone tell me, per a GM wiring diagram, what the function of the --blue wire w/ black stripe-- coming out of the IAC connector is for??

The IAC is a stepper motor.
The Green Black, and Green White supply one winding, and then the Blue Black, and Blue White the other. Reversing the polarity, and pulsing the coils, moves the pintle. The Pintle being the cone shaped piece at the end of the shaft.
