If correctly tuned, will a stock motor with ta49 turbo, 009's, good intercooler get me to the low 11's?

You will need a THDP, a good chip and alot of boost with your stated mods to get you into the low 11's.

..or.. You could just run nitrous and be into the 10's.

Not sure if the 009's will go that far. Maybe with a 7th injector or propane. If they do, you'll need a lot of boost... probably 27+ pounds. Depends on how you 60' it as well.

Ahh, not impossible, but prolly not, unless your compression ratio is about 9 to 1 and everything is tuned perfectly, including the suspension and transmission.
Oh, the 009s will easily get you to the 11s.
