Bilstein Shocks from ATR Suspension kit

Does anybody know what kind of set up the bilstein shocks were that came from ATR in their Suspension Kit(eg...90/10, 60/40, etc) I am trying to figure out why I can't get my car to hook off the line with any boost whatsoever....and I have the MT ET Street Radial.

Bilstein doesn't make a drag race shock like 90/10 so I am sure they are just the heavy duty or their sport setting, which is stiffer and would not be what you want for hooking at the track.
