Don't necessarily need a new regulator with a bigger pump, the regulator will still hold it at the set fuel pressure regardless of the pump, but with 100k+ miles and being 20 years old the diaphragm inside the regulator can start to get weak, no point in spending the cash for the fuel pump if you're going to stick with the old regulator.
You don't NEED a scan tool either but it's better if you have something to monitor for detonation and watch if you're running rich/lean etc.
Also if you haven't yet, head over to gnttype.org and go through their "spring cleaning" guide to freshen up the car and make sure it'll run strong.
If you want to stay close to stock with a little more kick I would do...

-Duttweiler neck for the intercooler (known to free up about an extra 2lbs of boost)
