I have a TA-49 I got new from precision awhile back The way they had the waste gate hose plumbed was 1 hose from an elbow directly to the single hose waste gate, they said it was fine that way. My question is would I benefit by putting a RJC boost controller inline with this hose ,or should I just leave it.
The turbo included a ported elbow. I did add a ATR downpipe &headers later. It host seems to spool slow from a standstill. Stock D-5 converter.

So your hose on the wastegate comes from the compressor housing and goes directly into the wastegate?

If that is the case, the wastegate will open as soon as boost exceeds the spring pressure inside the wastegate actuator. Maybe 12lbs of boost would be possible with this setup and it would creep higher to around 18psi.

With the rjc valve the wastegate will not see any boost until the boost pressure overcomes the rjc valve spring pressure. Factory setting on the rjc valve is around 12psi. And each full turn is about 1 to 1.5 psi increase in boost. I have one in my car and it is rock solid boost regulation worth the money in my opinion.
