Boost creep issues

I just installed a new turbo smart manual boost controller which at its lowest setting will build 18 pounds of boost but quickly creeps up to 24 pounds under full throttle. With the stock boost controller. It did not seem as bad any suggestions

You said without it "It did seem as bad"

You mean you had boost creep before? If so get that addressed before adding a boost controller.
