boost fell off

I used to get up to 23lbs by turning up my turbo control but now the highest I can get is 20. Could there be a crimped line causing the loss?

Yes.

A crimped line won't allow the boost controller or solenoid to bleed off boost fast enough and the wastegate can open prematurely.
