Boost is too high not sure why though. Please help

I have a near stock 87 GN with stock turbo, and stock actuator (non adjustable arm) and for some reason I am getting boost upwards of 20 psi, untill i let off the gas. Since there are no boost controller that have been added to the car, what would make the boost so high?

Or if one of the wastegate hoses is dry rotted and developed a leak, this could cause the boost to run away. Check your wastegate hoses like said above.
 
I have an autometer Boost guage along with a casper factory boost bar guage. I replaced all vacuum lines going to the turbo and solenoid and waste gate. Could a vacuum leak somwhere else cause this high boost level?
 
Take a hose and run it direct from the turbo to the wastegate actuator.
Bypassing the solenoid. Running it this way you should get ~12lbs max.
 
Did you make sure and install the hose that routes to the wastegate solenoid onto the correct barb? The barb closest to the passengers side fender has the hose connected to it and the other had a small foam filter that let the boost bleed out to atmosphere.

If your hoses are routed correctly and the restrictor in the grey Y is pointing to the wastegate actuator, either your wastegate solenoid is fuzzing out on your, or the ECM/SOL fuse in the fuse box is blown. If the fuse blows, the solenoid will not operate and will not bleed off boost that goes to the wastegate actuator. It would be the same as a boost leak in one of the hoses. Boost should run away.
This is the method of trouble shooting I would suggest.

Yes the hose is going to the correct barb on the solenoid. But I will check the fuses to see if one is blown.
