A lot of people steal cars simply for a ride accross town but locating it that night likely means it was stripped and dumped in the street and therefore recovered. Not in one piece, but still recovered.

Boston actually has one of the lowest Homicide rates in the country per capita.
 
3 of 7 cars found within 24 hours? Sounds like the police in Boston do a lot better job than they do in my town.

Trust me, the police in my town are really a great bunch of guys overall, but car thefts are rarely solved around here.
 
The recovery rate might have something to do with the predator towing guys. They are all out looking for stuff to tow so maybe they see the hot boxes dumped and bring them in so they can charge the city?
 
And some people opt for the tracking system.
There's no money in stolen car recovery so any found stolen car fell into the cops hands, they weren't looking for it.

There is a new camera system where a cop can cruise parking lots and structures and it reads the plates and sends the data directly to a data base. The really want it to tow vehicles with expired registration or wants, finding a stolen car is a by product.
