Currently I have a pt51 and want to go larger along with that I need a larger converter. We increase stall speed to get more exhaust gases to the turbo so it can spool faster but lets say I have a stock unopened motor wouldn't a 3200 stall converter put you above the power band of the stock cam?

What would be the power band of my cam Comp cams 206/206

Max converter I could use without going over and cutting in to the band?
 
3200 - 3400 will be just fine.

I ran that with a stock longblock and a PT52 turbo and went 11.3's with it.
 
As already stated, a 32-3400 converter will be fine. No downsides there.
The 206 starts to lose a bit of power (not a ton) much over 54-5500 rpm.
I would get a 9/11 converter (I ran a 3400 9/11 and loved it) or a 10in. The builder will also have recommendations for you. My opinion is do not go under 3200. With the stock cam, and a slightly looser converter the car will be very responsive.
