cant figure it out

cant figure it out.. the fuse that runs the clock on my radio and my power antenna and my floor lights keeps blowing... they dident work for a while and i found out that i had a ground not hooked up so i hooked it up and it worked for a day they nothing the next..... have any ideas?
 
theres alot of "stuff" on that fuse heres a list of things to check in the order as i see most common.

1) cig lighter (unplug it and test)
2) dome light wire screwed into body/roof at drivers visor mount (3 screws)
3)bad hood or trunk light socket/pinched wire
4) bad horn/relay
5)bad stereo/shorted wires behind stereo
6)any accessory pluged into the extra batt "ports" in fuse block feeds off this fuse
7)power door locks switches or relay
 
i had a test light in it when the car was off and the light satyed on so i started unplugging all of those things and the light satyed on... i used a ametter and its got 31.2 amps going to it at all times... could it be a bad ground? or two wires that are touching? i
