cant get full Wot Tps reading

I put new carpet in my car and have a new TPS sensor and Icant get the WOT to get past 4.2. Do you actually have to adjust the cabel itself or should I take the padding out under the gas peddle?

If you put a new sensor on, and you also didn't double stack the carpet, it is probably just how you adjusted the sensor. A lot of times you have to take a file and remove the little "guides" for the half-moon washers. This makes the sensor have a lot more travel, allowing you to be able to adjust it.

also make sure you TV cable is not adjusted incorrectly, that will limit your tb butterfly from opening fully

Most people overlook this. Try unhooking your TV cable @ the throttle body, and see if WOT reading changes.
 
Are you only looking at reading while pressing on pedal? What does it go to when turning linkage by hand? If it goes higher that way then maybe something IS stopping you from being able to mash the pedal hard enough (i.e. carpet, etc). TV cable "should" adjust itself out when you go WOT, so it shouldnt be limiting anything unless something is wrong with it.
Youve got a couple possibilities there, and also as Squid mentioned most people do wind up needing to file out the holes on a new sensor to be able to reach that higher WOT value.
