cant run much boost?

well i put a chip into my car and tried to turn up the boost, it was at 11 pounds and then i tweaked the wastegate rod a few times and yeilded 13.5 pounds... hmmm

i turned it about 6 times more and nothing happened, i turned it some more and more and nothing happens

my turbo does have about 1/4 inch end play maybe a little more, does this affect the boost levels greatly?
should i stay away from boost for now?
it doesnt smoke or anything but just cant boost

is this most likely an exhaust leak because i cant hear one, might be small and only noticed under high pressure

That sounds like a lot of play in your turbo. Are your wastegate hoses hooked up correctly? If they are backwards from the "y" then 10# - 11# of boost is all that you may be able to get.
