car feels like its hitting a rev limiter in 2nd gear

The car sometimes feels like it hits a rev limiter in 2nd gear. And then I let of the gas and it upshifts to third and goes. Is this possibly the turbo stalling? It first did this when I turned the boost down to 18psi, then I turned it back up to 21psi and it seemed to go away.

No other problems with the boost turned up to match the chip. Hasn't happened again.

when mine acts that way I'm either spraying to much alky or over fueling.
