Cat Converters remove or install new in NY State

I know each state has their own rules and regulation on cars that don't need the cat converters for emission..
I live in NY state, and someone told me cars with 24 years of age don't need to have the cat converters install. Would anyone knows what are the regulation and rules for NY state?
I removed both cracked headers and when I separated the down-pipe and cat converter, the cat converter was hollow out (no honey cone inside cat converters). I do have another cat converter, but I want to know if I install the spare cat converter would that change the performance, back pressure to the turbo, and would the temperature increase?
I already have the replacement stock headers, which needs to be glass beaded, (don't know the spelling) and then spray them ceramic paint.
