Charging

Tested charging system with meter only charging at 13.3-13.5 with nothing but fan coming on and off . Has new battery alternator was in the car when I bought it. Tested with lights on charges at 12.8-13.2 seems low . Checked ground . Is it time for alternator?

The #'s will jump around a little depending on the load it' drawing, like your fan being on, your headlights etc. Those #'s don't look bad, and they will drop a little like that when the car warms up.
Check the #'s when the car is first started and they will be higher.

Normal for a good charged new battery.
