Was having a problem with my battery dying, so i removed the fan delay relay and 1 of the 5 wires that looked different than the rest from my starter (read there was only supposed to be 4 and then my fans stopped working.

Replaced with another set of dual intrepid fans with my racetronix harness but they weren't being switched on. Hooked the one orange wire back up to the starter terminal and now it runs constantly when the key is turned to on. I've tried 4 relays, they all provide 12 volts to the fan with ignition. Any ideas?

Sounds like you have the coil on the relay that controls the fan tied to a switched B+ so when the ign is on the fan runs.

You mentioned 12 volts to the relay that's your Constant for the NO contacts. What are you using to control the relay coil?

Im not sure this answers your question, but all I've touched with the wiring is wiring the low and high trigger wires together, which worked fine for a couple of years, then had another wire run inside so that I could ground it out to test the fans, which also worked before.

I've read it could be a fried ecm, but the fan still comes on when I turn the key with the ecm unhooked at the battery

Might be the typical defective relay. Remove the relay and verify continuity accross the input and output poles. (sorry not sure which ones)
