It’s the resistor to drop the voltage for the low speed.
Most put a jumper wire around it so the fan runs on high speed only.
Personally, I like the idea of having a low speed.

cooling fan resistor?
I need to replace my OE fan resistor...I do not want to jump it for high speed. Outside of a rare pricey NOS replacement, who is the electrical guru who can give me a link to the current replacement version of the resistor?? Likely a wirebound resistor? What are the specs of the proper "new"...
