I believe the original study on DRL was done in Canada , and it convincingly demonstrated the benefits in reducing head on collisions & the like.
I believe DRL is mandatory in Canada... it may not be mandatory in US but most car makers are doing it, it seems.
I am a staunch believer in DRL. My 94 chevy blazer doesn't have DRL, but I will always turn headlights on if driving on a high speed, undivided road (eg, driving on highway 395 thru the Calif Owens Valley).
Even if all cars have DRL, oncoming cars with DRL are MUCH more visible on these high speed roads.
In 2000 I visited Greece and rented a car. The driving environment in the Mediterannean countries is not for the faint of heart . Drivers routinely pass on blind curves and the like, and the fatality rate shows it. I always drove with my headlights on (no one else does, except for some of the German motorcyclists), and I remain convinced that helped prevent some potential accident situations.
