Delayed Shifting at High Boost and WOT

Running at 10# of boost the tranny shifts perfectly at WOT through all gears. When I run around 12-15# the Tranny shifts fine from first but it seems to stay in 2nd a long time. If I let off just a bit the tranny will shift fine. I've read that some people add fluid, but was wondering why this would be affected by boost. I've set the TV cable to factory and it shifts firm. The tranny has high mileage, but wasn't abused. Any ideas?
