Do i need a new IAC?

Ever since i've had my car it will usually have an irratic idle when i put it in gear. It will surge up and down, and usually die on me. This happens 3 out of 5 times that i turn my car on and put it in gear. Once you get it going it runs okay, it just basically happens during start up. If the IAC is the case how do i dial it in?
