does this sound like a fuel pump gone bad??

well, yesterday i think that my fuel pump started crapping out. to my knowledge it is the stock one in there but the car had some mods done to it. when i start punching it the car will not rev above 4000, just stays at that RPM even if its being floored. and it has a hard time starting, got to crank it 2-3 times to get it started, but if u crank it right after its been runnign it will start right up. so im thinking its loosing fuel pressure, and/or the fuel filter is clogged. also the sending unit on the car has been broken since i bought it not sure if that even matters but i just thought i would add that. well guys hope u can tell me whats wrong cause i wanna be able to kill rice again. thanks

It doesnt matter if its bad or not. If its stock rip it out, put in a 340 and a new filter. Then if it is still not running right let us know
