Does tire size effect shift points?

I had my stock 200 rebuilt and it has the stock governer in it. If the car has a 28" tire on it can the shift point change (reduce?) due to the change in wheel speed at different RPMS? Will this make the shifts take longer when cruising and delay OD?

If so whats the correct fix for it? Different governer?
