downshift problem

downshift problem(no voltage at tcc connector)

when i put my car in drive. when coming to a stop it doesnt downshift till about 800 rpms. it feels like its not going to shift but it does at the last second. it upshifts fine. when i put it in overdrive. it downshifts at the right time, but EVERY time i let go of the gas pedal it bogs down to 800 then raises back up to where its supposed to be.
does this sound like a misadjusted tv cable? ive never been able to get that thing right.

ok ive been reading through the archives for several hours now. i have done all the tests. i dont have 12 volts at the connector. i checked the brake switch it doesnt have power either. i checked the fuse and the one labeled ecm-sol was blown. i replaced that and i still have no power. i checked for voltage across were the fuse goes and nothing. the car runs the same now that the fuse is fixed.any ideas?
