dp to turbo bolts

Hey guys:
I removed the turbo a while back on my stock '87 GN and now can't remember how the 2 dp to turbo bolts were torqued. Obviously, the springs are there to allow some movement of the joint. Are the bolts tightened all the way or stopped short to allow movement?

The springs are there just to make a really good connection, they are on both sides.

I would tighen all the way, but you COULD double check.
