Here is a delay that we install in certain applications of dual fan kits:
Casper's Electronics, Inc.: Relay Delay Module
It's a 0.75 sec. delay and is also available in 5 sec. designed to "stage" the fans so you can eliminate the locked rotor loading with big fans.
I don't think this will eliminate your problem as it looks like you have an excessive current draw on one or both fans causing the link to open.
