If the chip is burned for 23/21 and I turn the WOT throttle timing down 2 degrees and the rest of the time down 4 degrees, at WOT will it be retarded 2degrees or all 6?

The answer is usually followed by a polite RTFM if you ask the manufacturer. You could always check there first. My guess would be base + or - the WOT adjustment.

The short answer, 6 at WOT.

The base setting affects the entire RPM range and the WOT settings adds or subtracts to that above 3200RPM.
