I have a external wastegate but the turbo has the built-in factory style wastegate and I have a Houston DP with the built-in flapper valve. My question is this, if I just disconnect the pressure line from the factory style wastegate, will it stay closed under all conditions (leaving the rod connected to the DP flapper valve) or do I need to install a RJC block-off plate?

Exhaust pressure will over come the wastegates' spring pressure and will open the flapper under WOT. This can limit total boost.
Either safety wire the valve closed, or get an RJC block off plate. However, know that if you do go with the block off plate, it will move the downpipe slightly closer toward the passenger frame rail/A arm. Some minor clearancing might be needed.
Honestly I would do this.

Never have it open again. I would also put some axle grease on the puck and turbine housing hole to help form a carbon seal when the grease burns. It will help keep that hole sealed up under WOT blasts.
