I think the common item here (and have always thought to be the best improvement beyond the basic crap) in the faster cars is ported heads. The day I need to remove a head is the day that gets done!
 
From what I've seen on my and friend's cars, going from a stock or stock big neck intercooler to a front mount is worth about .5 sec and 5 mph in the 11's to the 13's, whether race gas or pump gas. Ported iron heads are about another .5 sec and 5 mph, and GN1's even more but can't say how many tenths. Then it's just a question of how much turbo you are willing to live with, and what converter you are using to get it to spool, plus providing the fuel to match the airflow and traction to get the et to go with the mph. Personally I tend to go bigger on the turbo because I feel a little lag makes the car more controllable on the street, so my et is usually a couple of tenths off what the mph would indicate. I ran a PTE54 for a couple of years with a modified stock D5 2800 stall, and then when I went to the 10" Yank I lost all traction :-). Now I've moved up to a GT67/Ptrim but have no times yet, sigh.
