Faulty Parking Brake

I HAVE AN 84 GN AND MY PARKING BRAKE NEVER WORKED. IT DOESNT STAY ON, I DONT HEAR THE CLICKS. I REALLY NEED TO ADJUST MY REAR BRAKES AND I HEARD I NEED TO HAVE THE BRAKE DOWN 3 CLICKS TO ADJUST THEM. HOW DO I FIX THIS PROBLEM?

Can't say specifically but take a close look at the mechanism as you apply it and see if you can see some reason it's not catching.
