The black front bumper guard on my 86 Limited has spots where the black is totally gone. What type of paint can I use to get it back to black? Thank you,

Try cleaning it first with Naptha and a toothbrush (good for getting wax out of the textured finish) or Lacquer thinner on a rag (or use the brush again! It's stronger) or if something even stronger is needed use Brush and Roller cleaner on a rag.
All can be found in paint supplies in a Home Depot or similar.
CAUTION. The Brush and Roller cleaner and Lacquer Thinner will take off the White painted inset. You may not want to do that on a Regal or a Limited.
Then I just dress the rub strip with a quality Vinyl/Rubber protectant and it looks good as new.
If yours is in worse shape I guess it's time to replace it with a new one.;)

What if the "white" is mostly gone?

I will need to paint the white back in (it is mostly black in that area).
