Fuel tank smell while running

I only smell it under the back of the car. No leaks, no seepage, all the rubber lines at the hanger and over the axle are replaced. My only thought is I located my charcoal cannister below the fender liner behind the bumper to run a larger air filter. Could this cause an issue with the venting? I never hear pressure when removing the gas cap.
 
I will have to test them. I think I will move the canister back to the OEM location and use a smaller air filter. I have this huge 12" monster in there and I don't think its necessary.
 
The check valve is good. The vacuum hose to the solenoid was rotten but intact. I will replace it. I wonder how many volts the solenoid uses to activate? Could be 5, could be 12.
 
Survey says: a new vacuum hose from the engine to the charcoal canister seems to have fixed the issue. I blew air from the canister hard line back to the tank and it was clear. Looks like the rotten hose was not doing the job. $3 fix, finally.
