As 85_SS stated, you don't want to put a GN (BRF) calibrated governor with a 'run-of-the-mill' valve body. That's one way to assure no WOT upshifts.
To get your speedometer working correctly, just change the governor gear itself. Put the orange gear on the other governor. Then, put the blue 30-tooth driven gear from your GN trans with it.
If the TV cable is adjusted correctly, the no-overdrive condition could be an internal transmission problem like a stuck shift valve or the shift valve calibration doesn't agree with your rear gear/tire size.
There are some dramatically different shift valve arrangements between various model 200-4Rs.
