GRR, boost always higher in 3rd then other gears, why??

hey guys i have a boost related question but ill start off with saying what i have for boost control. i have a new adjustable NON HD actautor, a Sinful6 quick spool boost controller, a large puck in the DP with the WG hole on turbo ported out to match and all the vaccum lines going to hte contoller shorter then 6". seems i have everything how it should be. well at 15psi the car will spool quick and have 15psi in all 3 gears. if i turn the boost up a little i will get 16in first, 18 in second and then almost pegging 20 as i shift into third. it doesnt seem to be creeping since as soon as i hit this it goes right to about 20 and stays there. im just wondering how i can get the same amount of boost in each gear no matter if i want to run 15 or 25. any ideas on this would be great, thanks guys

Best way to get consisent boost is an external gate and an electronic controller. I get creep all through 3rd using just a bleed valve.
