Having a problem with engine responsivness when I get off of the highway Help please

I am fairly new to the turbo buick 'family',-- I have a 1986 Regal T-Type.
I have been noticing that when I drive around town, she runs great,-- But, I am having problems when i get on the highway for as little as 10 minutes (running perfect the whole time), - when I get off the highway and back into city traffic, the car is very erratic. The acceleration responsiveness is all but gone, it will hesitate and then go. But, if I put it in neutral, it revs just fine. Is something going on with my turbo? - could it be an accuator problem? It is a completely stock setup, with just a K&N filter and a #92 octane chip. Any help would be greatly appreciated.

I would guess you might have a sticky lock-up solonoid in the trans thats keeping it engaged when it comes out of overdrive. .02
