My guess is it's starved for fuel. I was using the same KB gauge when I was running the fuel out of my tank. Before it ran dry my gauge did the same thing. It bounced more the lower the fuel got. My $.02

What does it do when you turn the car off ?
Should slowly bleed off. If it drops fast it maybe a check valve in the pump if so equipped or a regulator or injectors bleeding down.
Is the gauge filled or does it have a damper that might have broke?
How about running the pump with the engine off through the test plug?

My KB gauge shows lower pressure when I have about 1/8 tank of gas. Maybe your fuel filter is clogged? Can't replace those too much.

Vibration?
If you remove it from the mount and hold it in your hand does it still do it?

Its a new one, but i will change it this weekend....I can hear the fuel pulsating in the gauge

My KB FPG did the same thing put a new autometer FPG on and problem went away.

How does it act under full boost?
Due to overboost problems i usually get out of it at #15psi, and its hard getting a accurate reading on the fuel pressure gauge due to the needle moving alot....if you listen close you can hear the fuel gauge pulsating...

So it always bounces?
