Help identify this wire / plug ?

As I was under the car pulling the old and new speedo cable through I noticed this plug wire looking thing hanging down , I've never noticed it so I have no idea what it is or where it goes or if it has ever even been plugged in looks like a rubber grommet but Im probably wrong because it has a tan wire here is a pic of what I'm talking about any ideas?

Ok got under the car this morning to hook up this plug I found the proportioning valve but I just don't see where it would go ? Here's a pic of what I was looking at and u can also see the plug hanging on the side maybe someone can tell me what I'm not seeing here or if I'm in the wrong place ?

There is something in the way of your plug, heres a pic i of a spare I dug out. You can see the white plug on top

Yea I noticed this black plastic thing around it where I thought it would go but was afraid to break it ... So that black plastic shouldn't be there ? It should just be that plug right?
