Help with driver seat!

I took put my driver seat to fix the infamous broken frame in the back left corner and reupholster. I bought some used seats for the foam and upholstery pieces. I am putting the seat back together and I went to bolt the left side bracket/hinge on but it seems like it's sucking in to tight to the seat pan. Are there supposed to be spacers between the bracket and seat pan? Any guidance would b appreciated.

Not sure...but if I were you, I'd ask any car upholstery shop...They should know...
